Elevating the project without changing the structure involved four elements: A friendly landscape environment to replace the original uninviting plazas, a full graphics package to give the development personality, the invention of a false skylight with backlighting that appears to reveal natural light in order to mitigate an oppressively low ceiling, and a comprehensive redesign of the retail organization to fashion a more cohesive layout along with enhanced communication between floors and tenants. The project achieved a significant upgrade in quality without altering the building form, so that new permitting was never required. Furthermore, there was no delay in construction. The project is organized around a series of plazas, open air and enclosed, connecting people and places while encouraging pedestrian interaction. The commercial center lies one level above ground near major automobile routes, bus lines, and train tracks. Defining the open spaces and facades, the architecture reflects \u201cwabi sabi,\u201d the Japanese art of impermanence, imparting transparency, humility, and asymmetry. This new entrepot is unique for its open plan and marketplace character, and also for its span of several city blocks under singular land ownership, a rare opportunity to create a unified commercial development within Japan\u2019s often-feudal land patterns. Motifs spun off from the iconic Union Jack flag can be found throughout the shopping center, from the bold graphics treatment on the exterior to the finely crafted interior details borrowed from the geometric British image. The site presented a particularly difficult challenge, with an immense grade differential between opposite ends of the site. Parking and additional levels of shopping compensate for the grade difference, along with elegantly-terraced landscaping leading to the street level. Additionally, the shopping center is connected to a civic center through a heavily-landscaped pedestrian promenade. Based on earthquake-resistant construction standards common to the region, the mall is conceived and built as a concrete structure, but through a series of ingenious and unconventional means that aim to test the known limits of the material. This approach is most prevalent in the cantilevered massing, which works to create a series of public spaces, including main entrances into the site. Internal transparency became a primary focus of the design, taking into account the low mountains that form the backdrop of the landscape. The shopping loop is interrupted by the main plaza and smaller squares in front of the fashion anchor, the supermarket, and health club. Three levels of retail and entertainment, including areas to eat and relax, a \u201cKid\u2019s City\u201d entertainment area, and a department store, are covered by an expansive canopy.
